Chapter General Provisions

In order to do a good job in the inspection and quarantine of live poultry supplied to Hong Kong and Macao, prevent the spread of animal infectious diseases and parasitic diseases, and ensure the hygiene and food safety of live poultry supplied to Hong Kong and Macao, in accordance with the "Entry and Exit Animal and Plant Quarantine Law of the People's Republic of China" and its implementation regulations and relevant These measures are formulated in accordance with the provisions of laws and regulations.

Article 2 The term “live poultry supplied to Hong Kong and Macao” as mentioned in these Measures refers to chickens, ducks, geese, pigeons, quails, partridges and other raised poultry supplied from the mainland to the Hong Kong and Macao Special Administrative Regions for slaughter and consumption.

Article 3 The General Administration of Customs shall uniformly manage the inspection and quarantine work and supervision and management of live poultry supplied to Hong Kong and Macao across the country.

The customs offices directly under the General Administration of Customs in various places are responsible for the registration, epidemic monitoring, inspection and quarantine of departure places, certification and supervision and management of live poultry farms supplying Hong Kong and Macao within their respective jurisdictions.

The customs at the exit port are responsible for the clinical inspection or re-inspection of live poultry from Hong Kong and Macao before leaving the country and the supervision of the sanitary conditions of returning vehicles and cages.

Article 4 The Customs shall implement a registration, supervision and management system for live poultry supplied to Hong Kong and Macao.

Article 5 Enterprises in mainland my country that are engaged in the production, transportation and storage of live poultry for Hong Kong and Macao must abide by these measures.

Chapter 2 Registration

Article 6 Live poultry farms supplying Hong Kong and Macao must apply for inspection and quarantine registration from the local customs. Registration is based on breeding farms, and a one-certificate system is implemented. Each registered feedlot uses a registration number.

Live poultry raised in unregistered farms shall not be supplied to Hong Kong and Macao.

Article 7 Live poultry farms applying for registration must meet the following conditions:

(1) There are more than 30,000 animals in stock;

(2) Establish an animal epidemic prevention system, a feeding management system or a comprehensive quality assurance (management) system in feedlots, and comply with the basic animal health requirements for live poultry farms supplying Hong Kong and Macao.

Article 8 Live poultry farms applying for registration shall fill out the "Application Form for Registration of Live Poultry Inspection and Quarantine for Hong Kong and Macao", provide a floor plan of the farm, and provide photos or video materials of key areas.

Article 9 The customs directly under the Central Government shall conduct review, on-site assessment, and sampling testing of the materials provided by the breeding farms in accordance with the provisions of Articles 7 and 8 of these Measures. Those that are qualified will be registered and issued the "Registration

Certificate for Entry-Exit Inspection and Quarantine of the People's Republic of China for Exit Animal Breeding Enterprises" (hereinafter referred to as the "Registration Certificate"); those that are unqualified will not be registered.

Article 10 The registration certificate shall take effect from the date of issuance and shall be valid for 5 years. Farms that continue to produce live poultry for Hong Kong and Macao after the expiration date must re-apply in accordance with the provisions of these measures 6 months before the expiration date.

Article 11 The customs directly under the Central Government shall implement an annual review system for registered live poultry farms supplying Hong Kong and Macao.

For those who fail to apply for annual review within the time limit, or fail to pass the annual review and fail to make corrections within the time limit, the customs will cancel their registration and revoke their "Registration Certificate".

Article 12 When a registered live poultry breeding farm supplying Hong Kong and Macao changes due to changes in site, enterprise ownership, or corporate legal person, it shall promptly apply to the customs directly under the Central Government for re-registration or go through the change procedures.

Chapter 3 Supervision and Management

Article 13 A registered breeding ground shall have a veterinarian registered with the Customs who is responsible for the management of epidemic prevention and disease control of live poultry in the breeding ground, who is responsible for filling out the "Management Manual for Registered Live Poultry Feeding Grounds for Hong Kong and Macao" (hereinafter referred to as the "Management Manual"), and cooperating with the Customs Do a good job in inspection and quarantine and accept the supervision and management of the customs.

Article 14 Waterfowl, other poultry, and pigs are not allowed to be raised in the same registered breeding farm.

Article 15 For registered breeding farms that practice self-breeding and self-raising, the hygienic management level of breeding poultry must not be lower than the hygienic management level of other poultry flocks on the farm.

Chicks imported from registered breeding farms that are not self-propagating and self-raising must come from non-epidemic areas and pass isolation and quarantine before they can be transferred to brooding houses for breeding.

Article 16 Registered breeding farms must maintain good environmental sanitation, do a good job in daily epidemic prevention and disinfection, regularly disinfect breeding sites, cages and other feeding equipment, and regularly eliminate rats, mosquitoes and flies. People and vehicles entering and exiting the registration site must be strictly disinfected.

Article 17 The immunization procedures of registered feedlots must be reported to the customs for record, and immunization must be carried out in strict accordance with the prescribed procedures. The immunization status is filled in the "Management Manual".

It is strictly prohibited to use vaccines prohibited by the state.

Article 18 Registered breeding farms should establish an epidemic reporting system. When an epidemic or suspected epidemic occurs, emergency epidemic prevention measures must be taken promptly and reported to the local customs within 12 hours.

Article 19 The competent customs shall regularly conduct epidemic monitoring on live poultry farms supplying Hong Kong and Macao. When a major epidemic is discovered, emergency epidemic prevention measures must be taken immediately and reported to the General Administration of Customs within 12 hours.

Article 20 The Customs shall implement a supervision and management system for registered breeding farms, and regularly or irregularly inspect the implementation of animal health and epidemic prevention systems, animal health conditions, use of feed and medicine, and the work of veterinarians at registered live poultry farms for Hong Kong and Macao.

Article 21 Registered breeding farms shall not feed or store drugs and animal growth promoters prohibited by the state.

For drugs and animal growth promoters that are allowed to be used by the state, the relevant national drug use regulations must be followed, especially the regulations on drug withdrawal periods, and the name, type, use time, dosage, and administration of the drugs and animal growth promoters must be recorded Methods, etc. are filled in the "Management Manual".

Anyone who violates the provisions of this article shall have his registration canceled and his registration certificate revoked by the Customs.

Article 22 Feed and feed additives for live poultry in Hong Kong and Macao must comply with the relevant management regulations of the General Administration of Customs on the export of feed for edible animals.

Article 23 Customs may collect samples of animals, animal tissues, feeds, drugs, etc. as needed to conduct testing of animal pathogens, toxic and hazardous substances, and quality and specification appraisals.

Article 24 Live poultry supplied to Hong Kong and Macao must be carried in special transport vehicles and cages. The special transport vehicles must be suitable for loading live poultry, have solid guardrails, facilitate cleaning and disinfection, and be able to meet the need for inspection and quarantine seals.

Article 25 Registered breeding farms should clean and disinfect transportation vehicles and cages before supplying live poultry from Hong Kong and Macao for shipment.

Article 26 The same means of transport shall not transport live poultry from different registered sites at the same time. They are not allowed to come into contact with other animals during transportation, and are not allowed to unload the transportation vehicle without authorization.

Article 27 Export enterprises shall abide by the inspection and quarantine regulations, cooperate with the customs in the inspection and quarantine of live poultry supplied to Hong Kong and Macao, and accept the supervision and guidance of the customs.

Article 28 The supply of live poultry to Hong Kong and Macao by vehicles from Hong Kong and Macao at the exit port must be carried out at the venue designated by the customs at the exit port. The connecting vehicles and cages must be cleaned and disinfected under the supervision of the customs at the exit port.

Article 29 Empty vehicles, ships and cages carrying live poultry for Hong Kong and Macao should be cleaned at designated locations upon entry, and should be subject to epidemic prevention and disinfection under the supervision of the port customs.

Chapter 4 Inspection and Quarantine

Article 30 Each batch of live poultry must be quarantined for 5 days before being supplied to Hong Kong and Macao. Export enterprises must report to the customs at the place of departure for inspection five days before delivering live poultry to Hong Kong and Macao.

Article 31 After the customs accepts the inspection application, it will conduct clinical inspections on the live poultry supplied to Hong Kong and Macao, and take samples for avian influenza (H5) laboratory testing (hemagglutination inhibition test) based on 0.5% of the number of live poultry supplied to Hong Kong and Macao. Each batch of samples shall be sampled The quantity shall not be less than 13. If there are less than 13, all specimens shall be sampled. Those that pass inspection and quarantine will be allowed to be supplied to Hong Kong and Macao. Those that are unqualified shall not be supplied to Hong Kong and Macao.

Article 32 Export enterprises must notify the customs at the place of departure of the specific time and place of shipment of live poultry for Hong Kong and Macao 24 hours before shipment.

Article 33 The Customs shall implement a loading supervision system for live poultry supplied to Hong Kong and Macao.

When shipping and loading supervision, it must be confirmed that the live birds supplied to Hong Kong and Macao come from registered breeding farms and have passed isolation and quarantine and laboratory inspections. Clinical examinations must show that there are no symptoms of infectious diseases, parasitic diseases or other disabilities, and that the transportation tools and cages After disinfection treatment, it meets the animal health requirements. At the same time, the number of live poultry supplied to Hong Kong and Macao is determined, and inspection and quarantine seals are imposed on the transportation vehicles.

The inspection and quarantine seal number should be indicated in the Animal Health Certificate.

Article 34 Live poultry supplied to Hong Kong and Macao that have passed the inspection and quarantine of the customs at the place of departure shall be issued an Animal Health Certificate by an authorized veterinary officer registered with the General Administration of Customs.

The "Animal Health Certificate" is valid for 3 days.

Article 35 When live poultry destined for Hong Kong and Macao arrives at the exit port, the export enterprise or its agent must declare to the exit port customs office with the Animal Health Certificate issued by the customs office at the place of departure.

Article 36 After the customs at the exit port accepts the declaration, it will be processed according to the following circumstances:

(1) If you arrive at the exit port within the validity period of the "Animal Health Certificate", the customs at the exit port will review and confirm the documents and seals and conduct a clinical examination to pass the clinical inspection, and then add the actual exit quantity on the "Animal Health Certificate", and re-add it if necessary. Shi Fengshi is allowed to leave the country;

(2) Those that fail inspection and quarantine, do not have a valid "Animal Health Certificate" issued by the customs at the place of departure, or have no inspection and quarantine seal or the seal is damaged, shall not leave the country.

Chapter 5 Supplementary Provisions

Article 37 Anyone who violates the provisions of these Measures shall be punished by the Customs in accordance with relevant laws and regulations.

Article 38 The documents specified in these Measures shall be separately formulated and issued by the General Administration of Customs.

Article 39 The General Administration of Customs is responsible for the interpretation of these Measures.

Article 40 These Measures shall come into effect on January 1, 2000.
