1. Scope of application

This regulation applies to the origin quarantine of breeder chickens, breeder ducks, breeder geese and breeder eggs transported across provinces (autonomous regions and municipalities) within the territory of the People's Republic of China.

2. Quarantine qualification standards

2.1 Comply with the requirements of the Ministry of Agriculture's "Poultry Origin Quarantine Regulations".

2.2 Comply with the health standards for breeding animals stipulated by the Ministry of Agriculture.

2.3 Provide laboratory test reports for animal diseases stipulated in these regulations, and the test results are qualified.

2.4 The collection and disinfection records of hatching eggs must be complete, and the donor animals must meet the standards specified in this regulation.

2.5 kinds of chicks should be clinically checked for health, and hatching records should be complete.

3. Quarantine procedures

3.1 Application acceptance

After receiving the quarantine declaration, the animal health supervision agency confirms that the "Quarantine Approval Form for Inter-Provincial Introduction of Dairy Breeding Animals" is valid, and decides whether to accept it based on the local animal epidemic situation. If the application is accepted, an official veterinarian shall be dispatched to the scene in a timely manner to implement quarantine; if the application is not accepted, the reasons shall be explained.

3.2 Check information

3.2.1 Check the breeding farm’s “Breeding Livestock and Poultry Production and Operation License” and “Animal Epidemic Prevention Conditions Certificate”.

3.2.2 Inspect breeding files in accordance with the requirements of the "Poultry Origin Quarantine Regulations".

3.2.3 When transporting hatching eggs, their collection, disinfection and other records should also be checked to confirm the corresponding donor and his/her health status.

3.3 Clinical examination

In addition to carrying out clinical inspections in accordance with the requirements of the "Quarantine Regulations for Poultry Origin," the following disease inspections are also required.

3.3.1 If symptoms such as lameness, changes in standing posture, bilateral enlargement of the tendon bursae above the tarsal joints, and difficulty in flexion are found, it is suspected to be infected with chicken viral arthritis.

3.3.2 If symptoms such as weight loss, pale head, enlarged abdomen, decreased egg production, etc. are found, it is suspected to be infected with avian leukemia.

3.3.3 If symptoms such as depression, slow reaction, unsteady standing, legs retracted under the abdomen or spread outwards, head and neck tremors, ataxia or complete paralysis are found, avian encephalomyelitis is suspected.

3.3.4 If symptoms such as stunted growth, emaciation, and poor feather development are found, it is suspected to be infected with avian reticuloendothelial hyperplasia.

3.4 Laboratory testing

3.4.1 Laboratory testing must be undertaken by a qualified laboratory designated by the provincial animal health supervision agency, and a test report must be issued (see the attached table for specific requirements for laboratory testing).

3.4.2 Laboratory detection of disease types

3.4.2.1 Breeding chickens Highly pathogenic avian influenza, Newcastle disease, avian leukemia, and avian reticuloendothelial hyperplasia.

3.4.2.2 species of ducks: highly pathogenic avian influenza and duck plague.

3.4.2.3 Breeding geese Highly pathogenic avian influenza and gosling plague.

4. Post-quarantine treatment

4.1 Refer to the "Quarantine Regulations for Poultry Origin" to handle the quarantine results.

4.2 If there is no valid "Breeding Livestock and Poultry Production and Operation License" and "Animal Epidemic Prevention Conditions Certificate", the quarantine procedure will be terminated.

4.3 If there is no valid laboratory test report, the quarantine procedure will be terminated

5. Quarantine records

Make quarantine records with reference to the "Quarantine Regulations for Poultry Origin".
