In accordance with the requirements of the "Overall Plan for the National Census of Agricultural Germplasm Resources (2021-2023)", this implementation plan is specially formulated to organize and implement the third national census of livestock and poultry genetic resources.
1. Purpose and meaning
my country has carried out two national surveys of livestock and poultry genetic resources from 1979 to 1983 and from 2006 to 2009. Through this survey, we initially found out the status of livestock and poultry genetic resources in most areas of the country, and published the "Chronicle of Livestock and Poultry Breeds in China", which included 282 varieties. The second survey, based on a thorough investigation, identified the growth and decline of livestock and poultry genetic resources since 1979, and compiled and published the "China Livestock and Poultry Genetic Resources", which included 747 livestock and poultry breeds. Based on the results of the second survey, the Ministry of Agriculture revised the "Protection List of Livestock and Poultry Genetic Resources" and determined that 159 local breeds were included in the list, and 21 more protected breeds were added. Due to various reasons such as work foundation, transportation conditions, human geography, etc., the first survey did not cover the Qinghai-Tibet Plateau area of 5 provinces (autonomous regions) including Tibet, Sichuan, Yunnan, Gansu, and Qinghai, some prefectures and counties in Xinjiang, and some remote areas. The survey also did not fully cover the above areas.
With the acceleration of industrialization and urbanization, climate and environmental changes, and changes in animal husbandry production methods, the number and regional distribution of livestock germplasm resource groups have changed greatly, and the risk of local breeds disappearing has intensified. Once they disappear, their excellent genes and The traditional farming culture it carries will also die out, and biodiversity will also be affected. At present, there is an urgent need to organize the third national census of livestock and poultry genetic resources to find out the status of livestock and poultry genetic resources, bees and silkworms, discover a batch of new resources, scientifically assess the rarity and endangered status of resources, implement effective protection, and prepare for the fight against The turnaround of the good seed industry has laid the foundation of germplasm resources.
2. Main objectives
It will take three years to find out the number of livestock and poultry genetic resources, scientifically evaluate changes in their characteristics and production performance, discover and identify a batch of new resources, protect precious, rare and endangered resources, and realize that all should be harvested and all should be protected. Save. Achieve the following goals year by year.
In 2021, the third national census of livestock and poultry genetic resources will be launched in an all-round way, and the basic situation census of livestock and poultry genetic resources will be completed (a general survey); the national livestock and poultry genetic resources database will be put into use; 5 projects including Tibet, Sichuan, Yunnan, Gansu, and Qinghai will be completed. A key survey of livestock and poultry genetic resources in the Qinghai-Tibet Plateau region of the province (autonomous region) and some prefectures and counties in Xinjiang was conducted, and a batch of new resources were identified and released; 50,000 new genetic materials were preserved in the national gene bank; and the 2021 version of the national livestock and poultry genetic resource breed list was released.
In 2022, complete on-site inspections of livestock and poultry varieties that have undergone significant changes in quantity; complete performance measurement and characteristic investigation of existing genetic resources and newly discovered resources; identify and release a batch of new resources; improve the standards for endangered species, and collect and protect a batch of precious and rare species For endangered resources, 50,000 new genetic materials have been preserved in the national gene bank, and 150,000 genetic materials have been produced and preserved by each province (autonomous region, municipality directly under the Central Government). Released the 2022 version of the national livestock and poultry genetic resource breed list.
In 2023, all census tasks will be completed, and the data from the third national census of livestock and poultry genetic resources will be stored in the national livestock and poultry genetic resources database; 50,000 new genetic materials will be preserved in the national gene bank, and 20 genetic materials will be produced and preserved by each province (autonomous region and municipality). 10,000 copies; release the report on the status of national livestock and poultry genetic resources and the 2023 version of the national livestock and poultry genetic resource breed list.
3. Key tasks
(1) General survey of the basic situation of livestock and poultry genetic resources. First, carry out a census of livestock, poultry and bee genetic resources on a county basis, find out the number and regional distribution of local livestock, poultry and bee genetic resources, and fill in the "Livestock, Poultry and Bee Genetic Resources Census Information Registration Form" and the "County-Level Livestock, Poultry and Bee Genetic Resources Census Information Registration Form" Summary table of census information on avian and bee genetic resources. The second is to find out the number and regional distribution of silkworm groups based on provinces, and fill in the "Silkworm Genetic Resources Census Information Registration Form".
(2) Characteristics evaluation and rescue collection of livestock and poultry genetic resources. The first is to complete the basic information registration of specific varieties, image collection, and measurement of body size, weight, production performance and reproductive performance, etc., and fill in the "Livestock and Poultry Genetic Resources Overview Form", "Livestock and Poultry Genetic Resources Body Appearance Registration Form", "Livestock and Poultry Genetic Resources Body Appearance Registration Form" Genetic Resources Production Performance Registration Form", "Livestock and Poultry Genetic Resources Questionnaire" and other forms. In principle, the performance testing of local breeds is undertaken by breeding farms or protected areas, the breeding units are responsible for cultivating varieties (matching lines), and the introduced varieties (matching lines) and local breeds without breeding farms and protected areas are the responsibility of the third national livestock and poultry research institute. The Office of Poultry Genetic Resources Census shall designate relevant units to undertake the survey. The second is to improve the endangered assessment standards for livestock and poultry genetic resources, scientifically assess the degree and endangered level of livestock and poultry genetic resources, adopt a method that combines the protection of living organisms and genetic materials, implement rescue collection and protection, and store relevant genetic materials in the national gene bank. The third is to complete the revision of the provincial-level protected list of livestock and poultry genetic resources based on the census results, promote the revision of the protected list of livestock and poultry genetic resources, improve the two-level protection system, clarify the protection subjects, and implement the "one product, one policy" protection measure.
(3) Discovery and evaluation of new genetic resources. First, take the county as a unit to complete the excavation and census of newly discovered livestock and poultry genetic resources within the county, and fill in the "Newly Discovered Livestock and Poultry Genetic Resources Information Registration Form" and the "County-Level Newly Discovered Livestock and Poultry Genetic Resources Information Summary Form". The second is to organize a provincial technical expert group to screen the "Newly Discovered Livestock and Poultry Genetic Resources Information Summary Form" filled in at the county level, fill in the "Provincial Level Newly Discovered Livestock and Poultry Genetic Resources Information Summary Form", and conduct the screening. Conduct preliminary identification of new resources. Third, new genetic resources that have passed preliminary identification at the provincial level are reported to the National Livestock and Poultry Genetic Resources Committee. (4) Compile resource status reports and build a national livestock and poultry genetic resources database. First, complete the construction of the national livestock and poultry genetic resources database, enter the census data of livestock, poultry and bee genetic resources into the database on a county basis, enter the census data on silkworm genetic resources into the database on a provincial basis, and register the basic information and performance of livestock and poultry genetic resources. The measurement data will be entered into the database by the unit responsible for the work. The second is to prepare and release a report on the status of national livestock and poultry genetic resources. The third is to organize the revision of livestock, poultry and bee genetic resources records, and compile the silkworm genetic resources records.
4. Implementation period and scope
(1) Implementation period. March 2021 to December 2023.
(2) Scope of implementation. 31 provinces (autonomous regions, municipalities directly under the Central Government) and the Xinjiang Production and Construction Corps across the country, including 17 kinds of traditional livestock and poultry, 16 kinds of special livestock and poultry, as well as bee and silkworm genetic resources, including local varieties, cultivated varieties (matching lines) and introduced varieties (matching lines) Tie).
5. Progress Arrangement
(1) March 2021-December 2021. The implementation plan for the third national livestock and poultry genetic resources census was issued, the census technical specifications were formulated, the national livestock and poultry genetic resources database was developed, operation manuals were issued, technical training was carried out, and the census was fully launched. Experts from the National Livestock and Poultry Genetic Resources Committee were organized to conduct key surveys in the Qinghai-Tibet Plateau region of 5 provinces (autonomous regions) including Tibet, Sichuan, Yunnan, Gansu, and Qinghai, as well as some prefectures and counties in Xinjiang, and completed the excavation, identification, and release of a batch of new resources.
(2) January 2022-May 2023. All provinces (autonomous regions and municipalities directly under the Central Government) have basically completed the basic information registration and performance measurement of livestock and poultry genetic resources, and relevant data have been entered into the national livestock and poultry genetic resources database. Precious, rare and endangered resources are effectively protected, and relevant genetic materials are preserved in the national gene bank. The provincial level completed the preliminary identification of newly discovered genetic resources, reported the relevant data (paper version) to the Third National Livestock and Poultry Genetic Resources Census Office, and entered the electronic version into the National Livestock and Poultry Genetic Resources Database. (3) June 2023-December 2023. Complete the data review and storage work in the national livestock and poultry genetic resources database. Compile a national report on the protection status of livestock and poultry genetic resources, complete the revision of the provincial-level protection list of livestock and poultry genetic resources, promote the revision of the protection list of livestock and poultry genetic resources, revise the list of livestock, poultry and bee genetic resources, and compile the list of silkworm genetic resources. Appraisal and release a batch of new resources.
6. Organizational guarantee
(1) Strengthen organizational leadership. According to the unified arrangements of the leading group for the census of agricultural germplasm resources of the Ministry of Agriculture and Rural Affairs, the third national census of livestock and poultry genetic resources office was established at the National Animal Husbandry Station (see attachment 3-2 for details), and a technical expert group for the national census of livestock and poultry genetic resources was established. , responsible for specific organization and implementation, daily management, technical support and services. (2) Strengthen coordination and cooperation. Under the unified leadership of the provincial agricultural germplasm resources census leading group, all localities designate corresponding technical support units to be responsible for the specific organization and implementation of the livestock and poultry genetic resources census. The county-level agricultural and rural departments are responsible for the census of livestock and poultry genetic resources in their respective administrative regions, establish census teams, give full play to the role of grassroots agricultural technology extension agencies and village-level epidemic prevention officers, extensively mobilize and organize social forces to complete the census within the county, and report relevant data on time , cooperate with all census work.
(3) Strengthen support. The National Livestock and Poultry Genetic Resources Census Technical Expert Group consists of pigs, cattle, sheep, horses, donkeys, camels, rabbits, chickens (including pigeons, quails and some special poultry), waterfowl (including Muscovy ducks), deer, fur animals, bees, Silkworm and other 11 working groups and 1 comprehensive materials group.
